The Guardian reported that Prime Minister Andy Burnham has outlined plans for a sweeping overhaul of assistance for young people. Speaking to media outlets ahead of publication of a second Alan Milburn report focused on cutting the number of young people outside work, education or training, Burnham described his aim as rethinking childhood beginning in the earliest years. He argued a comprehensive review of childhood is required, and did not exclude the possibility of benefit reductions as part of the changes. According to the Guardian, the proposals could pair stricter benefit conditions with expanded support spanning job-search assistance and mental health services.
