MANILA, Philippines — The Philippine Daily Inquirer reported that Ralph Sarmiento, a former law dean at the University of St. La Salle, has declined to testify for Vice President Sara Duterte in her impeachment trial. Sarmiento withdrew shortly after being announced as the first of 25 witnesses lined up by her lawyers to challenge allegations of unexplained wealth, the Philippine Daily Inquirer reported.
